they couldnt come up with their own engine?

It's called Cel Shading. Telltale Games have been using it since their first game. The title should be Borderlands look like The Walking Dead. Can't -they- come up with a engine of their own?

lol as people already said, this is Cel Shading, it's older than Borderlands or The Walking Dead. Other examples of Cel Shading games that I remember: Zelda: The Wind Waker and Prince of Persia (2008)...

Their implementations actually look different, I see a lot more outlines on Borderlands. Their "engines" though, couldn't be more different :P
