I don't THINK it exists, I KNOW it. And, as a response to your particularly rude and pointless comment, have you ever seen a plane ? If yes, can you build one ?
I asked a very precise question, and I didn't felt the need to be offensive. If you can answer without bashing me, then fine. If you can't keep scrolling on the topics.
Unfortunately it is not officially supported.
Here in Brazil a lot of groups had translated it. I know there is necessary to uncompress the game files, translate it and then compress and compile it again. It is not easy but it is possible.
I think that maybe you can seek help with the brazilian guys that made the translation.
Search for TriboGamer and Scummbr at the Google.
I'll try to post the way to do it once I get it to work.
HINT: If the font of the subtitles is the same as the font of the game, there is a chance that the subtitiles indeed are ingame instead of added on the video.

A/ Download TTGTOOLS. Decompile it in C:\Users\Yourname.
Then open the config.txt. You see this :
G:\TTG TOOLS\Input
G:\TTG TOOLS\Output
G:\TTG TOOLS\Temp
G:\TTG TOOLS\ttarchext\ttarchext.exe
You have to change each G:\TTG TOOLS (and ONLY that) by C:\Users\Yourname. You're done configuring it.
B/ Download TTARCHEXT. Extract it in your TTGTOOLS folder, in order to make the last line of the previous config.text work. You're done configuring it too.
C/ Go to your Walkind Dead installation file. Here is the thing you want to extract for each episode :
1) 2_WalkingDead101_english_pc_data
2)1_WalkingDead102_english_pc_data
3)2_WalkingDead103_english_pc_data
4)2_WalkingDead104_english_pc_data
5)2_WalkingDead105_english_pc_data
You'll make a file somewhere on your computer with the name you want, and all the extracted things will go there. For this explanation, we'll say that this file is Temp in the C: directory. The file path is then C:\Temp.
Open your console command (Execute in your Start menu, then you enter cmd in the dialogue box).
Change your current directory by using the cd command. For example, if you're in C:\Users\Yourname, you'll want to enter "cd TTGTOOLS\ttarchext" and you'll be in C:\Users\Yourname\TTGTOOLS\ttarchext.
Then, enter :
ttarchext.exe 52 "C:\Program Files (x86)\Steam\SteamApps\common\The Walking Dead\Pack\default\2_WalkingDead101_english_pc_data" C:\Temp
The first path indicated is the path of the subtitles file you want to extract, for the first episode here. If that doesn't work, you don't have the same path as me, change accordingly. The second path is for the file we created earlier. All the extracted things go there.
Once it works, go to your Temp file and take all the .landb files. Go to your TTGTOOLS folder and put them in Input. Launch TTG Tools.exe and click on Auto Depacker, then decrypt. You have your textfile with the subtitles in Output. Keep your .landb, you'll need them later.
In order to modify your subtitles, the Note Bloc will theorically do, but I advice you to use something like WinMerge. There is a format, a layout to respect in the redaction, and the Note Bloc doesn't show it, you have high risk of failing hard if you try that directly.
Once you're done with your editing, put the new text files in Input, along with the previous .landb, relaunch TTG Tools and Encrypt, this time. You have your new .landb in Output, replace the previuos ones in your Temp folder with those ones.
Relaunch the Console. Don't forget to Change Directory (cd). Then, enter :
ttarchext.exe -b -x -V 7 52 "C:\Users\Yourname\Desktop\0_.ttarch" C:\Temp
The second path indicate what files will be used to create the new subtitles files. The first path indicate where it will be created. Put the newly created file in your game repertory, where you found the original one. It should work now. ^^
