Have you done everything, like clearing the steam cloud, and old save data that might conflict?
Go to the steam game's library, right click on your game and click properties, you can find the steam cloud settings under that for the game. And go to your steam options, by clicking on the menu called steam at the top left corner of steam, and click settings, there you will find more cloud settings.
Search your computer for the game's files, they could be in c:\programdata, and in many other places, even your documents folder. Also check your steam folder for the steam cache files and delete them, as well as find the steam userdata files for the game to delete as well, validate the game files by right clicking on the game in the steam game's library and clicking properties, you'll find the option to validate the files under that, even do a reinstall if you have to after all of that, just to see if it will work, or if you run into issues.
Also go into your nvidia control panel and set it to "let the 3d application decide".
Click apply and close it.
Make sure that all your drivers are up to date on the computer, not just your video drivers.
Check to see if any other software might have conflicted with your nvidia profile settings, you can also reset the nvidia control panel to default by going to the area where it says to let the 3d application decide, just don't forget to set that option again.
Be sure to go through your in-game video options for the game, to set everything properly for your video card and pc.

Have you already started to play the game?
As long as there is no new game started (and saved) there will be no prefs.prop if i remember correctly.
