I didn't think it was just permission to talk to them on the radio since she'd been doing that with Lee's knowledge for awhile and he'd always been ok with it in the past.
Clem's parents had been walkers for a while, she spoke with the Stranger on the radio, the stranger used the promise of her parents to lead her to him. She never actually spoke to her parents on the radio.
You should never unleash the nerdslap unjustifiedly. See, what you say is true from a 'factual information' standpoint, in terms of what has actually, really happened so far. But from the 'in universe' standpoint however, you fail to account for what Lee (not you) actually, really knows at this point in the story, leading me to believe you totally didn't get the gist of the OP's question and Castor's response: Lee, at this time, does not yet know that the radio works and that there's a stranger talking to Clem.
In the context of the conversation between Lee and Clem, Castor is absolutely right in the assumption he voiced in the first paragraph of his post. Clem has so far let Lee believe that the radio is broken and she is still having pretend conversations with her parents. She is asking Lee if she can tell 'her parents' about their plans (and possibly Lee's past), not mentioning that she is actually telling it to the stranger, who tells her that her parents are with him.
Sorry for butting in on your misguided nerdslap, not trying to voluntarily whiteknight on Castor's behalf here. But if you nerdslap you better hit the right person for the right reason. ;)
