so it's not just me then, cause it's not like i have a PC that can't handle the game, 4090 / i9-13900k / 64gb ram another recent release that just so happens to be UE5 also does that exact same thing

except that has nothing to do with the fact my GPU usage drops as well and this only happens with UE5 games, how could the 13/14th gen issue only come into play with UE5 titles plenty of games this issue is not present what so ever
GPU is not "standalone" it works in tandem with the CPU. That's why all these weird error messages like out of video memory even though the problem is caused by intel 13/14th gen CPU.
i don't get the out of video memory, but as i've said there's countless other games on other engines i can play for 10 hours straight with no issue but it just so happens this issue happens with every UE5 title i've tried

and i have seen others bring this up saying that it seems to happen every hour on the hour which it does seem that way but there's no way an issue so specific is a hardware issue
my temps etc are fine better than most, and playing random UE4 titles or titles from other engines this issue doesnt happen at all

You can literally find "but it's only in THIS game" comments under virtually all tech support threads, and the Intel debacle threads are no less different.
You can have 1 UE5 game that gets you the symptoms, or all of them, or UE4 with shader pre-comp, or Decima engine, or whatever else since it is and never was linked to any engine in particular, or gaming space as a whole.
It affects the entire industry, including W-series boards with 125W limits in game server hosting space.
Update your UEFI and rule that issue out as part of basic troubleshooting.
Rubber banding is; first the game freezes for a second, then the pic moves for a bit, then it freezes for one more second. Messes with gameplay a bunch especially mid-grapple or mid-shooting and moving.
Nothing to do but wait, Nexon needs to upgrade the server hardware to reduce these delay bumps into nothingness.
My CPU is a Ryzen 1950X Threadripper. RAM 64GB. GPU Sapphire RX 580 8GB.
Hopefully Nexon can fix this issue for season 1
I guess its the Servers.
