Hello friends, I have a question.

In some modules, skill cooldown is shown as (-). Accordingly, should the skill cooldown percentage be high or low on the characters? For example, Skill Cooldown +25 or skill cooldown-25 (as far as I know, as the cooldown value increases, skills should load faster. Or is it the other way around?)

Secondly: What is the mechanics of skill cost vs. + or - related to skills?

+ increases the time before use again.
- decreases the time before use again.

So if you have MP conversion at max, you get 36.5% reduction to the time of your skill useage.

If you have maximize power, you increase the time by 50% before you can use a skill again.

They work exactly as they say they do.
If a mod says Skill cooldown -10% it reduces the cooldown of skills by 10% (you will have to wait a shorter time to use the skill again)
If a mod says Skill Cooldown +10% that means the coooldown on your skills will be longer (you will have to wait longer to use it again)

The same applies to skill cost: +X means skill costs X more.
