I got another setup than you, so my results ofc may very, but my raytracing seems to work mostly flawlessly
But honestly sounds like you have some corrupt files, so i would just do a fresh reinstall of the game
Steam just damage links when you go to "internal cite"

Raytracing is utterly broken in this as it doesn't work half of the time, mainly only reflections seems to be somewhat in a decent place
I don't think you understood my comment.
I'm saying the raytraced shadows are not behaving like intended with or without Ray Reconstruction. As in there is essentially 0 bounces happening
