seems odd given it has the upgrade blocks for it's intrinsic trait..
I could be wrong, but so far that's what I surmised that red circle X symbol means.
And yes it is odd, because on the Acquisition page, there doesn't seem to be any other way to get them.
It is possible to get from the same missions, here is the proof, maxed my weapon ability out running the same ones. It's just RNG, had to do sometimes 10+ runs for the Fiber.

If you could remember, did you get the parts as a mission reward, or did they drop off an enemy?
Not true at all as I farmed the last two sets of them yesterday.
As mission Reward, they don't drop from enemies in my experience.
there are 2 missions (like for last dagger), one is one (1) time only, and the other is normal
I think the numbers in games like this, mostly lie. That said, if you would have 1 part in 10 hours of grind, but have zero, then that's just plain ol' RNG.
Do 200 hours when you would have 20 parts on average. Then you should have around 15-25 or something. But if you only had 1-5 by that time, that would be too big of a discrepancy, RNG or not.
