Colors might be either locked behind micro-transactions, luck grind, events, or some combination of the three. The way it works is like a loot box/gacha. You will randomly get 1+ limited use color. One application = one use. Meaning to color the characters the way you want will either take time or $$. Can't say I agree with this decision, but the base skin colors are fine as is so I don't see a need to gamble for virtual paint with limited use.
I also believe these random rolls could be earned in game.
From what I saw in the beta, there is no way to change their skin tone unless there will be a future makeup cosmetic.
Base colors for the skins were completely fine though.
