It happend to me quite a few times that I got killed during this ability. In a heated battle there is almost no opportunity to use this skill because of the "long" delay.

Can we have an eyeframe of blink during the "leap" animation? It´s annoing to get frozen or shot during Discharge animation.

Should not use it at all unless you are certain you are alone (or have trash mobs that don't hurt you much) with a singular boss type and it will die in one use(very heavy damage) as you are vulnerable during the animation.

Multiple use is fine, but you need to know mechanics of the elite boss and know its lull stage/not firing at you which allows you to flee away for another discharge run.

E.g Eyeball beaming, stop beam, use discharge, flee to cover, repeat.

Other than that, you are using a glass canon build. 5k or lower HP perhaps...
