Primary filter by default is stuck in "exclude as junk" option for everything below the selected tier unless you apply secondary filters (which is stupid...)

Firstly - just in case mark as "favorite" all parts and weapons you intend to keep to be sure you won't accidentally dismantle them, as who knows what is going to break next...

Main filter settings:
Tier set to "Legendary or higher"
Item lvl 100
Exclude and Include is broken so choose whatever.
Secondary filter settings:
"use"
"excluded if 2 or more are included"
set "excluded options" to "Rare or higher"

This way it selects all reactors and external components of all levels, below Legendary quality and all Legendary ones, unless they have at least x2 rare affixes (which is most of them).

If you want to keep some of the rare parts with good affixes - just select Primary filter item tier to "Rare or higher" (it will still select Legendary parts if they have any of two affixes below Rare).

You could set "excluded options tiers" to "Legendary or Higher" which will make it so only parts with x2 legendary affixes are not marked as junk by "designate all as junk" option.
