what is affected by consumable drop rate?
basic materials or things like HP/MP drops?

It affects the basic materials drop rate.
Modules have their on drop rate modifier in the External Component - Auxiliary Power, Kuiper shards has well in this componentes.
Consumable drop rate and character exp modifier in 'Sensor'.
Gold drop rate and Firearm exp modifier in 'Memory'.
Equipment drop rate and item aquisition distance in 'Processor'.
