What is reactor implant for ?
You can add up to 2 other weapons to a reactor, so for example if your normal reactor works with say Thunder Cage, you can add 2 other weapons to it like for example enduring legacy and Python. Then if you have any of those 3 in hand while playing you will get the reactor bonus
So you can swap to any weapon you have equipped and never lose the bonus.
Reactor 1 -> The reactor with a bad mount (Ex. The Final Masterpiece), but good sub stats
Reactor 2 -> The reactor with a good mount (Ex. Python), but bad sub stats.
Reactor 3 -> The reactor with a good mount you want as well (Ex. Piercing Light), but bad substats
Select Reactor 1. Give the optimization condition the Reactor 2. It will eat Reactor 2, and put the mount from Reactor 2 onto Reactor 1, with the substats of Reactor 1.
Repeat now using Reactor 1 as a base to implant, with Reactor 3 as the mount going in.
Reactor 1 will now have the sub stats you want, with 3 mount conditions:

Using any of the 3 will give the 160% optimization condition.
Nope! Just need 1 good reactor, and 2 reactors with the mount you want to put on, but the substats of reactor 2 and 3 don't matter at all. If it has the weapon mount you want, you just implant them onto reactor 1, your ideal substats, but has a bad mount.
They don't even need to be the same reactor type either.

Seeing how the stats on the reactors are so tiny it's hard to notice any difference.
Like "Hey this reactor has 0.05% increase in power to X thing" ah yes, totally makes a difference.

2mil for 2000 Ion Accelerators
4mil for 200 precise ion accelerators
5 mil for 30 minutes of invasions per day
1 mil for completing 4 missions per day as a daily bonus, which invasions count towards.
You literally get the gold to craft just by playing for 30 minutes. It costs more to max a red mod.
Well it's not even 5% on most stats.
Just looking at the reactors I have I see stats in the 0.08x or 0.079x boost to electrical power or dimension power.
I did mix it up with the % value as that is for other stuff. But how much could 0.08x do to your skills?
It's also in Gold color as well so it's at it peak.
Skill Critical hit rate at 32% is another story though as that might actually make a difference.
I've done plenty of 400% dungeon runs. Doing that 2000 ion accelerators cost me half of my material for it. HALF. Man the farm for the next ones are going to be brutal. Toxic reactors are rarely in rotation on the 400% dungeons.
Also you might still need a few of these because I'm guessing a Toxic reactor can't just become an Ice one. So in total it's going to cost a lot.

Well, yea. The blocker is the mats themselves, not exactly the gold.
As for your question, you will need the reactor for the character you want, as a base. So, for example, Toxic Tech for Frenya. That could have a terrible mounting, but perfect sub stats. You can throw a Fire Singular as a mat, but has Secret Garden mount, and Secret Garden will now be on your Toxic Tech. So the "sacrificial" reactor can be any type, so long as it has the mount you want. Still need the base reactor to be what the character uses.
This change was never intented for us to reroll every reactor we have. The average player would use this on their most played character, 1 time. Maybe, Maybe 2 times to make their life easier, or they will do this 1 time on 2-3 characters.
Its a mat sink for sure, no question about that. But it will only ever be a problem if you try to overuse it. If you regulate yourself to only doing this for quite literally, the PERFECT reactor, it will never be an issue.
And by perfect I mean, Double Gold Roll Crit Chance, Crit Damage, Skill modifier, collossus damage, cooldown, range, or whatever you want for the god roll. Using this on some random purple/blue combo is hardly worth the mats.
