I think It's means an Xbox live party. Correct me if I'm wrong, but if the chat was in an Xbox live party, that still isn't using the in-game voice chat
Not really had any negative experiences with it to date, but it seems mostly under used.
Gamers these days are way too toxic

Also, the in-game voice chat has 2 options: Party Channel or Squad channels.
By default, the game is set for the voice chat to be on the "Party Channel" (it can be changed in the Audio setting or at the bottom of the long-press-start or Esc menu).
The "Party Channel" is only active if you are in a "Party".
When you join random mission or an event, you're not joining the party, but the Squad, meaning that anyone who doesn't change the channel to "Squad" from the default value will never hear any random players who join them.
Also, when you roam the open space (before joining a mission), you're not in either any party or squad, hence the voice chat is off anyway.
