Did they fix the descendant trainers stupid text speed?

I got the quest for the power upgrade and while he was talking I noticed I was actually able to read his text, it wasn't zooming at speed reading levels as previous interactions. Was the power upgrade quest the only one that is actually readable or did they stealth fix him?
