NVME can cause the microstutters on Windows 11.
I've extensively explained this in another post.
Especially coupled with a 4090 and or using REBAR.
Try using the MSI utility V3 and set your GPU IRQ to High.
Edit: You can follow most of this if you want, but primarily the MSI part involving the PCI express bus.

I use Process Lasso for setting the game and its anticheat engines and other processes to high. I/O to high.
I also use Ultimate Power Plan. You can google how to set that in windows as well.
With that said lock FPS at half of your unlocked FPS but do so with Rivatuner, its more stable on a potato pc of mine.
The tips suggested still apply to windows 10, you can ignore the MSI part if you want especially if you don't have an NVME drive.
Most games recommend SSD now as baseline.
HDD is 125 mb/s typically.
SSD is 500 mb/s typically. Almost all modern games recommend at least a SSD.
NVME is ~3200 mb/s typically.
It's the only game that i've slutter & FPS drop, Ghost Of Tsushima PC no trouble, Cyberpunk 2077 no trouble and many others games
144 FPS is more than the human eye can register, so capping there is fine. the fire rate of guns pretty much maxes out at 120 FPS, so you wont lose any damage.
Below is not for original poster... just to cover my statement.
For those of you that don't understand what i just said about fire rate and FPS. There is a video that goes over this on youtube. Briefly, this games fire rate is tied into your FPS. The only people this will effect are low hardware and TV users that have older or low cost TV's.
By jumping to 120 FPS you will gain about 25% more fire rate on your gun... meaning a lot more damage.
