I won't explain basics since you seem to know what Kyle does, but this is what this build does.
This makes Charge on a 3sec cooldown. Shorter than the time it takes to do another one. Spam this 24/7 365.
His shield gives you resources while draining shield, however if you don't actually take damage during it, you are considered out of combat. Meaning with 1 "shield regen out of combat" accessory, you can hold it up infinitely as long as you don't take damage. This is incredibly useful for yourself and teammates.
Magnetism Spurt also only has a 4sec downtime. Either be near invulnerable or aoe everything while applying CC to whatever doesn't die.
Iron Man move is on a 15sec cooldown. A 11,200 potency skill every 15 seconds. It drains your main defensive mechanic, which brings me to:
Experienced Technican, the passive, is on a 60sec cooldown, while lasting 15 seconds. This means every 45 seconds you can just not give a ♥♥♥♥ and yolo into anything you want, since your passive will save you 99% of the time.
Kyle is a tank that doesn't have to run from anything. He can't draw aggro, but everyone takes aggro at some point, and instead of running away to drop aggro, Kyle just continues being the linebacker he is. Thus he is attacked more than say, Ajax. Ajax protects by shielding, Kyle protects by being Hulk.
