Otherwise i'll just tell you it's probability. You're never guaranteed to get anything.
You can have a 99% chance to get something and try to get it a million times and still fail.
Is the probability of that happening bascially indescribably low? Yes.
Can it happen though? Yes
You could put all 5 items to 20% and it wouldn't be any different.
If they were set to 100% then you could do the outpost, go farm up some void shard(since the reactor is likely in same area and uses the shard from same area), open material, timer's gone, repeat.
Or one of us has a fundamentally flawed understanding of probabilities.
If a game puts a drop percentage in the description, they have to make it count, it doesn't have to be random, because if so, they shouldn't put that "25%" in the description.
Are you under the assumption that you're guaranteed an amorph after doing outpost 4 times at a 25% chance?
What do you not understand that hasn't been explained already?
