Tying firerate to framerate sucks. There were some games doing similar stuff before, but a 25% dps difference between 40fps and 120 fps is huge.

Its irrelevant what mods your gun has. You will have lower fire rate with less fps.

Yes if you are under 120 or so fps you probably want to lower graphics. Assuming you care about damage at all.
