Cheers for the help! I just think it’s the latest patch or me updating my drivers. Didn’t have that much of a problem yesterday. I’ll try this out if it still occurs.
Option 1 and 2 must be placebo for people, for example Steam shader caching is only for Vulkan and OpenGL games, the only game I have installed that uses it is Path of Exile you can check under Steam settings storage and see any games you have that are using it. Second the problem is likely that your shader cache folder is maxed out/set to default setting (for Nvidia at least) which is 4GB, I cleared mine and bump it up in size and now after an initial preparing shaders all my load times are instant. Also check the Nvidia (if on Nvidia) folder under LocalLow that's where all my shader stuff is going not under Local, tested this by clearing it and watching the folder fill back up while loading the game.

my shader loading has been reduced from minutes to seconds. Unbelieveable that they don't have that set when you install the game.
