Maybe you could try a clean install?
What I do is close the game verify files and restart the game
The first shader reload takes a while but all the next ones are way faster
You can try that... mind you... if the game crashes you might have to do it again which can be really annoying if the game crashes a lot for you
And the Memory Leak in the V-Ram is worse then before, its getting faster full and stutters now.
Every single time you change drivers it's going to do that.
When it's done rebuilding, it'll be much faster. Give it time.
100% CPU load isn't bad here unless you have a very bad cooling setup, in which case you should probably be undervolting it or upgrading your setup.
100% CPU usage is normal for compiling shaders in any game/software, and hardware is built to handle 100% utilization for extended periods of time without any issues, unless something else is going wrong (hint: it's not the game this time).
