Isnt it pretty obvious?
Action Reaction: 61% base attack
Anti-Matter: 26%+ 6.5% crit damage

Its kinda a no-brainer.....

Action and reaction is 61%, with recoil.
Anti-matter is 26% with crit damage.
Slow art is 62% with fire rate reduction (Sniper rifle friendly.)
