I have same processor. It is known to run hot so mine is bit underwolted.
Even so on bit higher than medium settings this game managed to overheat my cpu enough for forced shutdown.
Just try dropping some settings to low and you will be able to play without issues.
Not normal for me to see my 5900x at 40% in one game alone.
But TFD does take 40% utilisation according to task manager.
Playing in low reduces GPU load so you get better frame times and thus more frames, which also means increased CPU loads since the main loop tick rate for CPU side logic will be higher...

I use AMD Framegen (Display Sharpness at 5), everything on Ultra and I'm usally around 100+ FPS (only Albion is sometimes lower) at 1440p
Albion as a social hub is player dense hence heavily CPU driven, especially so on server side.
I will wait next GPU to upgrade both CPU & GPU.
People need to be a bit more specific this cpu has more than one core so they are not all running at 70% or all at 90%.
A decent monitoring program will show temp and usage on all cores.
My 5800x has one core at around 75-80% then the other cores all vary with one other being around 50% and the rest 10 to 30%.
They all are at 70-75 degress C
