Fire Rate -X%. When firing a firearm, Firearm ATK +X% for Xs (up to X stacks) REMOVES effect when RELOADING or changing firearm.
Mental focus is king in almost all cases. There are exceptions of course when doing something very specific with a weapon that beat out Mental Focus, but for general all-purpose usage you want Mental Focus when using a LMG with lot of ammo. The 2 second grace window makes it win out almost always.
An example of a situation where another beats it is when fighting one of the weaker Collosus like everyone's favorite punching bag, Devourer. The other mod whos name I can't recall right now that reduces fire rate by 20% but increases it by 40% after firing long enough usually wins the dps race as long as you don't get interrupted for the entire 100-200 rounds shooting it, which is totally doable on devourer but much less so on other more mobile collosus fights.
