Party/Normal/World Chat Message Sound Effect

1) An option needs to be added and on by default for a sound effect to play when a party or normal message is posted. For "World" messages this should be off by default.

2) Different sound effects for each type of message (party/normal/world)

3) These should be toggle-able in the options.

Too many times I type something in chat for it to be not seen by those in the party.
