You must be at level 40 to enjoy the max.
Note, that your mastery rank will not increase your max capacity, only the minimum capacity a descendant would get at lv 1. To get the difference between mastery rank minimum capacity and the max 50, you need to level it all the way to 40.
Leveling both Weapons (proficiency) and Descendants gives you a few Capacity points which are lost each time you reset and you will get them back when you level them up again.
Increase your mastery faster by having 3 weapons equipped that are not max proficiency and the same goes for your descendent.
Farm the missions that give you mastery exp.
No you dont have access to your maximum, unless your mastery rank is 20, then minimum = maximum. Quit your ♥♥♥♥♥♥♥♥.

No, the max capacity goes down. At level 40 your descendant has 80, when you reset level it drops to 76/78 (dont remember which exactly) so your max capacity goes down.
If you are mastery rank 20 then that drop gets offset by the mastery bonus a bit so you "lose but dont lose" so to speak.
Same with weapons.
Though maybe the wording is a bit incorrectly used:
You dont lose your real max capacity but the max usable points, until you are back to level 40.
I'm almost maxed out with Ult Viessa and never had to swap my modules because I lacked capacity last few times it was on 83 and remained 83 after a reset...

are you trolling or having a stroke? All those 3 things determine your capacity at any specific time.
Anyway, wasn't sure if the first time you reach level 40 weapon proficiency increased the max capacity, it doesn't seem to drop after a catalyst reset... never really paid attention to it until now...
What I still don't know if OP is at Mastery Level 20 or higher or not, those might be some of the missing points but he didn't mention his mastery level.
