Report a translation problem
From what I've seen, others have already notified Nexon about it, and that they are trying to work things out with Steam to fix the issue. From my experience, you should be able to buy the other bundles/pack of Calibers each once, after that, it'll be completely blocked, so be careful.
steam even helped some guys and they lifted the restriction on their account so they can normally buy caliber again but for some people they are just saying to wait, it won't work because it's a problem on steam side, i'm going to send an email to nexon about this
And to give a brief update, I decided to wait a couple days and test things out. Still completely blocked out, so put in another ticket expressing my growing frustrations, and by some miracle I got lucky and someone "updated" my account so I can buy Caliber again. Only tested it out once so far on the $5, and after a minute it gave me the caliber. I'll come back if it just repeats the problem though.

And I saw my attempts (A whopping 18 tries I am ashamed to admit... but at least I am thorough before asking for help). There, I was also able to click on my most recent attempt and submit a help ticket. I'll update here if that helps or changes anything.
Now you have to claim your 18 successful purchases
Open the game, open shop UI, see "inbox" in the bottom-left part of the screen, open the messages, click on the attached caliber, see it goes into the caliber number/balance
However it's possible that payment processor is still affected by that IT outage a week ago. Folks report they have to ask Steam support to fix the issue (and it works after Steam's procedure)
