That's an issue with your pc.
The game runs great on low and high end hardware.
I have 2 systems hooked up to my TV, my htpc using a 3050 8GB and 13400 and 4090 / 13900k, both use the same mouse (asus rog spatha) via a kvm switch set at 2000Hz polling rate.
Amazingly, like most people, I don't have the issues you are having, when the majority are not suffering an issue with a game or piece of software, that usually means there is a local conflict causing the problem.
This is not a slight upon you or your system, so do not take it as an insult, stuff gets messed up over time, that other games work fine is meaningless also.
The issues that seem most common are 13/14th gen cpu's running hot, especially during shader compiling and an odd visual stutter when you load into zones occasionally.
Luckily, these 2 are fairly easy to fix / work around, for the first, update your mobo bios, it's likely pumping too much power I to the cpu, for the second try tiggling frame generation off and on.

I'm on 3080 Ti i7 11700K, 16 GB Ram & installed on m.2 & can run it at high settings with RTX off & DLSS on at 4k with average of 50 FPS.
You should drop to 1440p and use raytracing, it looks much better.

Devs have acknowledged some issues, not that the overall performance is bad, which it isn't, it's very much a small minority having issues.
