Any mod that says just 'skill power' increases your base power from the reactor and effects all skills
Skill Power Modifier effects the multiplier on your skills. For example bunnies Lightning Emission skill says Skill Power x 148%. Skill Power Modifier adds to that 148%
So if you have a mod that says Skill Power Modifier +20% the skill would become Skill Power x 168%
Electric Skill Power/Singular Skill power effect only the skills with these types in their tooltip and are additive to the base Skill Power. So again with Bunnies Lightning Emission (which is both electric and singular) I would do this to figure out the damage :
Reactor Skill Power +
(Skill Power + Electric Skill Power + Singular Skill Power) * Reactor Skill Power
= Lightning Emission Skill Power
Lightning Emission Skill Power x (148% + Skill Power Modifier + Singular Skill Power Modifier + Electric Skill Power Modifier)
= Base damage for Lightning Emission
Finally there is a bug on the descendant module screen, the tooltips for your skills will only show an increase from generic 'Skill Power / Skill Power Modifier' modules, Electric, Singular, Fusion, Tech etc will not effect the stats on the tooltip but they do effect the skill in game
