Skill cooldown is broken and works wrong?

Hi, I'm almost done building Infinite ammo build for Gley, and I noticed that the better the characteristics of my reactor, the more cooldown I have, although it should be exactly the opposite.
For example:
with purple Skill cooldown stat in reactor (-0.059) I have 7.9 sec cooldown
with yellow Skill cooldown stat in reactor (-0.055) I have 10.5 sec cooldown
with yellow Skill cooldown stat in reactor (-0.053) I have 10.6 sec cooldown lol.
Is this some kind of bug, or is this how it should work? I think not?
does this mean that I need to get a blue characteristic instead of a yellow one? But what's the point
P.S specific weapon has no effect on this, I checked.

I just hope they fix it, I wanted to write directly to support, but I didn't find how to do it via steam...

sure, but anyway the weapon in your hands does not change this value. this is a secondary stat

If its a yellow Reactor, you need the specific weapon to be equipped to take effect.

As I say, that it has no effect. I pick up the right weapon, and the cooldown doesn't change, just like if I'm standing with the wrong weapon.

They have it mixed up as of now blue stat is the best for skill cooldown
