And its probably "Dynamic RNG" - a patent from Nexon that adjusts your droprates based of different metrics.

The probabilities that so many people have to farm several dozen times for items with a 20% or even 38% chance is close to zero, without any kind of manipulation going on in the background.
Feel free to just look up the probabilities for your current number of runs.

In the past three days i had to do 17 runs for one Valby part (38%), what is a probability of 0.03% to happen. And after that i got to 40 runs for one Sharen part (20%), what only happens in 0.01% of cases.
That both happened to one person in a span of three days, makes it even less likely to happen without being rigged in some way.
The weird thing is, that similarly unlikely thing happened on the "lucky" side of things, when i got three parts in a row yesterday and similarly a bunch of days before that.
As it currently stands for me its like my dropchances are heavily skewed towards one of both extremes and i never had something like this EVER in any game in the past decade.
Feels absolutely terrible and if it stays that way, i see this game die in a matter of maximum 6 months.
