The ultimate weapons have far lower base DPS but when specced properly with mods + their ultimate ability they quickly outclass.
The key is to understand that in TFD the weapon must match the situation. A crazy high dps weapon will often fail to match the thunder cage for crowd control. Why? Explosive electrical discharge unique ability. The end result is that the DPS equates to little in many cases.
You can also see this when you try the "suggested mods" option and it will apply the same suggested mods for a weapon with 30% crit rate and a weapon with 2% crit rate.
And most importantly: Treat your weapons fair. If you fully build your weapon, maybe even an ultimate weapon, then they're obviously doing way more damage than another weapon, that is only half build
Crit is already properly calculated into weapon DPS, so I don't think that's the case. You can already see the DPS gain a crit mod will get you and it's usually pretty low if the weapon has low base crit. Some weapon types like Tamer and Eternal Willpower just vastly outclass other weapons of their type. The guns are not balanced.
Even though the percentage damage conversions seem low on those (elemental) mods the overall damage, when factoring weakness, can double your actual dps and end up being better than most Firearm ATK+ mods
And that's not touching the subject of accuracy where LMG's have this balancing quirk where they're either accurate but low dps or high dps but inaccurate. You do want enough accuracy to hit those destructible parts reliably otherwise you're absolutelly useless at creating dps windows for everyone to benefit from in void intercepts. Would you rather deal 400k dps yourself or something lower like 200k but spread out across 4 people (that will also be focusing down other weakspots during that window)?
When it comes to looter shooters never, ever, tunnelvision on sheet dps.
Though I'll say this issue is only reinforced in this game due to lack of properly explained mechanics and lack of important information in the modules/details sheet.
PS: Eternal Willpower is better than Tamer in every way. Fight me.
