No the reflective "properties." of the paint. All of the ones that have them. Such as metallic ones. They DO reflect light in the preview window, but "NOT" in-game. This makes all the colors wrong and look flat.
I took screenshots, but forgot to upload them to steamcloud before leaving for work.
In BDO they have 5 lighting presets you can switch between when painting your character so you get a better idea of how your character will look, but its still off compared to when your in the actual game.
It'll help when I can post a pic of before and after. But no, I mean there is "ZERO" light reflective properties. """ZERO""" I'm honestly struggling for an example since everything in the real world is more reflective than these.
Chalk. It's as reflective as colored chalk.
You can see which paints are used in the pic above. But they are all "metallic" paints. Yellow/gold, red, and silver.
Edit: My bad the red is matte colored. As the metallic one is not red, but pink. Red looks normal, as it's not supposed to have a reflective texture. The devs just screwed up and didn't apply reflective maps to the textures outside of the preview window.

it does seem a bit weird like the lighting in the scenes is totally different. I mean from the design standpoint, obviously its different but you prolly get what im saying . What if you turn off global illumination, does it at least get its specularity back? The global illumination off will make everything dark as ♥♥♥♥ but im just curious how it affects the look in your case
I tried that. Went to a dark dungeon instance as well, it's identical. I have every setting at max except ray tracing turned off. (It sucks in this game.) And lumin looks and runs better.
I gotta get to bed now, got work in 5 hours. Will respond at work.
