Lol. It depend on the games. I made a lot of project with Unreal and Unity and in Ultra it was changing a lot of stuff. I mean, Ultra was maybe like High for other game, it just depend on the games.
Here, the problem is not the FPS at all. It's the CPU... And the unreal engine is GPU based... And my CPU is not overtemp., it's like 80 'C, but me, I don't like it when it's over 80. I try medium, low, high and Ultra (of course, it's my default), the temp. not change at all. It's not the same problem we talk about. If my GPU was at 100% usage and overtemp, yes I will be agree that Ultra is just not good. But here it's not the case. DLSS make it worst for the CPU here. But my temp. is still hot, I just played 1 hour and look at my windows event, no warning at all... So it looks good. Albion is the worst, when I go in a zone, the temp is normal.
It looks like our CPU is doing something in Albion and near some NPC.
If you need a 'influencer' to take your decision, good for you. But it really depend on the game. Even if for the majority of 'casual and big public' games, Ultra do nothing.
And by the way, the 1 hour I just played, was at full medium setting. I try low too. I will be not here talking if my problem was just something like that. If i'm here, it's because it's not normal to have some temp peak of the CPU like that. I play X4 and a lot of CPU games without any problem while my system is literally sleeping.
And looks like this game on PS4/XO works in 720p or about that on minimal settings
But what more important that PS4/XO has 8 Core CPU
What about PS5 and XS? They both has 8/16 CPU
What do you want when you coming into the game with your i5-8600 or worse?
If you care about temps on your 12900K or higher then you have to learn how computer's hardware works.
You all just complaining on something that you don't understand.
High temps? It's your problem with cooling and UEFI settings. Change your cooling system or do downvoltage.
100% load CPU? it's your problem with old weak CPU without threads. Lock FPS and enjoy your 30 fps gameplay.
Low GPU load? It's your problem with old weak CPU that can't prepare enough frames for GPU rendering. Lock FPS and enjoy your 30 fps gameplay.
Stop it. Do upgrade or don't whining.
12400f + 3070 is enough for this game.
Don't turn on Global IIllumination and Ray-Tracing if you don't know what it does and again don't whining about FPS and optimization.
Neither GI nor RT never was cheap settings in videogames. Each of them required a lot of GPU power.
This game optimized not perfect but much better then PayDay 3, for example, or even BF2142 after all updates and fixes, or i can remind you about Dishonored 2 that worked on 4 CPU cores and lagging as hell on every PC, or... EVEN BETTER - GTA 4? Do you remember GTA4? Of course you are. Now tell me about optimization in this game, LOL.
[0711/002841.440:ERROR:gpu_init.cc(426)] Passthrough is not supported, GL is disabled
This error starts loading shaders from the title screen, and the error is displayed when the main story starts.
On the title screen, the GPU usage is 90%, but it drops to 20% when the main story begins.
Guys aren't getting this error?
You can check with Alt + R if you have NVIDIA. It'll show your GPU usage. You can also try checking via task manager. If your GPU isn't being used at all then do this.
1: Press the Win+I keys to open Windows Settings.
2: Click on System > Go to Display.
3: Go to Graphics > Click on Change default graphic settings.
4: Now, make sure to Enable the Hardware-accelerated GPU Scheduling feature.
5: Once done, make sure to reboot the PC to apply changes.
And i recommend you start with testing RAM with TestMem5 with Extreme @ Anta777 config.
Here is software https://github.com/CoolCmd/TestMem5
processor power management min 10 max 99,
(fps 40,vsinc on)
I hope it helps someone else
I tried several times, but there was no change...
Well... I gave you my advice. You desided to resist. It's up to you now.
I just wanted to quote this wall of text.

a 4 core 8 thread CPU will most definitely bottleneck a 3060 in a UE5 game. You can throw technical speak at the problem all you like.
i have a 9700k OC at 4.9Ghz All-core. it's an 8 core 8 thread CPU paired with a 6750XT or a 3070 Ti equivalent. 16GB 3200Mhz Dual-Channel and the game is installed on a PCIE gen 3.0 SSD. I play at 1920x1080 High settings 60-75Fps cap.
My CPU sits at 80% Usage playing First Descendant. No matter what you say you can't deny your CPU bottleneck with the 3060.
using 10+ year old CPUs you can't just Ini your settings away eventually your DDR3 platform will not be suitable for proper play.
Cyberpunk 2077 on ultra with RT PT gives more FPS or equals.
What does the game take system resources for and where does it go?
