THere are builds you can make using them, however they are only for lets call it "skilled" players. The average Joe would not be able to properly make use of it.
But i got excited about Overwhelming Shield until I put it on. At the time I had 1K HP (modded) and 500 shield (modded). I went from 1K HP to just 1 (fine, it was in the description), but the Shield only went up 100 points. That seems like a silly trade-off (especially for 16 capacity.
neither are early build mods. you really need to lean pretty heavily into one side hp or shield for them to see any use (which mean you'll need the gear with rolls to go with) forget about them (other than HP for gley) until you are creating a end game build with forma

I don't think that's how that gun's Unique effect works. Greg's Reversed Fate only activates if you shoot an enemy that has full shields. It doesn't even proc on enemies that don't come with a shield bar.
Actually, with Recovery Maneuver, it allows you to replenish your "health" whenever and with Mid-Air Maneuvering, it's easy to hit the 30m mark (go in circles when you point in the air, not straight). This way, no need to run for Health cubes.
Only downside, takes up one or more module slots to make more durable.
Good when you're only dealing with a boss enemy for long periods of time (Colossals and such).
