Don't know when defense is being capped out though. As it doesn't mention.
As said above, there are better mods for defense that don't penalize you at all, so I wouldn't really build around that.

At 1st i couldnt believed the such a terrible mod was designed, now i believed this mod is only for those who seek ultimate hard difficulty to penalize themself
Maybe if you use them all, and have them with a high level, it could make sense.
But I think there was some enviromental damage that bypasses the shield.
Not sure what it was. Acid water? Would be a nasty surprise.^^
EDIT:
I found 4 yellows, which set the HP to 1:
Shield Collector, Conditional Recharge, Overwhelming DEF, Overwhelming Shield.
And 4 purples, that lower the HP by some percentage like
HP Conversion (DEF), HP Conversion (Shield), HP Conversion (MP), Sensory Dep (HP)
And another 4 purples, for maximising each resistance.
You would need a lot of gear with shield regeneration in combat to make a 1hp build work.
Couple weeks late here, but for anyone browsing this thread, this is dead wrong. Defense has no cap, just a diminishing return softcap. For the exact numbers, check out Ryechew's YT channel, he goes through a bunch of numbers.
The actual ingame text this fellow thought was the Defense cap is: "The maximum efficiency for effects that reduce DEF is -80%." That means that statuses that reduce enemy armor are capped at 80% of their DEF, not that you can't build past that with your own stats.
