External Components - Can you Rank UP like Weapons?
I have a few different sets of External Components, but they are significantly lower level than I am. Is there a way to rank them up like you can do with weapons?

No, any set bonuses you like will have to be refarmed in hard mode.

Kinda makes the low level set pieces pointless

They can carry you for 10-15 levels if their set has synergy with your build, but they seem to be there mainly to let you know what to farm for in the endgame. That way you already know what the bonuses do. Not the best system IMO.
