I'm gonna say no. My buddy works a job that requires a hell of a lot of reading and I'd say he's pretty up there in terms of reading speed, and even he couldn't keep up with it.

Since it's mostly just tutorial stuff, i just skip it, since i'm already familiar with most system thanks to Warframe. But that definitely needs to be slower for those, who still need to know this stuff.

No, it's impossible for an average human to read that fast. It's a bug.

You're not toos low. Dialogues progress as they are triggered by the sound engine which tells the game the VO ended. Normally that works but since this NPC just beeps it's super fast. Weird that it got through the QA, but it's definitely not intended. It will probably be patched soon, but till then try to speed read. If you skip every other word you can still get the gist of what he's saying :)
