Does NEXON's "BlackCipher64.aes" Kernel Level Anti-Cheat turn-off when the game isn't running?
I've noticed that Windows Defender pops-up a security notification when I start the game, it says that the program is trying to access memory.

This makes sense for an anti-cheat. But this being a Kernel Level anti-cheat, which are inherently invasive,

I wonder if it turns off completely when the game turns off, and not laying dormant in the background monitoring and waiting for the game to start.

Also, if the game has Easy Anti-Cheat, why does it also have BlackCipher?

No.
Actually, seems to... some times. But caught it running hours later, yesterday. So, no.

Why? Because its not really anti cheat, its DRM and theater.

From what i've seen on several posts from other Nexon (and related games) BlackCipher64.aes is an Anti-Cheat.

I also find it strange, and a little suspicious that BlackCipher64.aes doesnt respect the CPU Core priority when manual adjusting and just reverts to allow itself to use any of all of the available cores

Windows Security blocks it by default via Controlled Folder Access and the game works perfectly fine...
(Though I'm not quite sure what it's actually blocking...)

In-house encryption, rather than anti-cheat. EAC is the anti-cheat. I guess they want to protect some information that's being transferred using own propriety code. EAC is one of the most hacked anti-cheat in the world... lol.

Won't run if game is no running.

If this is the case, then we all probably know exactly what they're encrypting for transferring; user data to sell to a long list of 3rd parties.

Encryption and transfers take resources, and many users online that have interacted/played Nexon games have reported that this program like to eat resources and slow down games

EAC is super easy to bypass, brain dead to do on AC6 to play with mods, but has to be done in offline more
