But yeah you might have to rerun 30 times to got it.
It's something like, each time you have 20% chance to have it, but it doesnt count all the tries. It's like it resets every time... Dunno if thats clear... Like rolling a dice 6 times won't garantee you a 6. You could have 6 times a 1.
For Vesper I was lucky despite the rate being also 20%, I only had like 4 or 5 runs to do.

There's a good chance this system is bugged or it allows some to get it EXTREMELY easy making it appear as if nothing is wrong.

Dynamic RNG doesn't mean, that it is fluctuating, but rather, that the more often you miss a drop, the more the drop rate raises for the next try.
Diablo for example uses such a system, were extremely rare drops start at like 0,5 %, but will grow with each boss who doesn't drop it.
That said, for TFD, this would mean that the 20 % is guaranteed, but the game might raise that chance eventually. Though as of now, i don't really think, that this system is in place, given how many people complain about something, that only really happens in true unchanged randomness
