It could be just an outlier, and the fact that people who got it in the first few tries aren't going to write about it in a forum, and so what we have here is a confirmation bias. PROBABLY, or it could be dynamic drop rate.
If your luck sucks, you might not even have it drop. You know how percentage works, 20/100, so 100 runs is a good baseline. then 1000, 10000, etc..
Need to roll 1 to 20, but you keep rolling 21 and above. 21, 33, 44, 55, 88, 21, 54, 99, etc and until finally you roll a 8. Some people get in 1 run, while others never. That's where the really unlucky might decide to take out the credit card and only buy that component. lol.
Of course, there's always the suspicion that Nexon might manipulate the probability table like Maple story....
