Material for Blair not available for research?

Looks like character i'd like to unlock first, however research does not have option to research it's material. Is it just me? Any particular reason why everyone except him is available?

Freyna, Sharen, Bunny and Blair all drop their parts from the quests in each region. Bunny is guaranteed but the other three all have their parts as rewards from missions with 20% chance of dropping. 2 of Blair’s are in White-night Gulch and 2 are in Hagios.

Unfortunately that 20% chance sucks, im doing same missions over and over and not getting it :(
