Are Universal Skins Useable On Everyone?

I'm talking about ones like the Panda. It has it listed for every character. If you buy it, can you equip it to everyone or do you need to purchase it per character?

Ok, so it turns out that this isn't true. You need to buy the same skin for every character. It is not usable on everyone once purchased. So that's 800 PER character for the Panda skin.

In all games usually skins are per character only and next time wait for multiple people too answer instead just one person >.>

As of now (season 2), you should be able to get the caliber you spent on extra panda outfits refounded. If you only bought one, then it's now usuable on all characters.
