how to fix directx 12?

What about Windows 10 22H2 ?? It'll work for an older build, but it won't work for the current one??

R9 390 is below minimum hardware requirements and it's not about relative performance.

Shader Model 6.5

Compare to RX 570:

Shader Model 6.7

At minimum Shader Model 6.6 is required.
