install XTU and change the performance core ratio.
whatever number you have in there, minus it by 1 for example if it is 57x. change it to 56x.
it will work
use intel tuning utility and downclock your cpu.
get past shader compilation and then return clock.
Its dumb and sucks, but this works for me

Thermal throttling is the issue. Unless you have a 360mm AIO you need to set all cores to 57x to fix the issue in XTU. Know this with certainty.
