I know very well that my computer is a can of tuna, but not all of us can afford to have a computer worth €1000 or more, unfortunately...hopefully...I have tried your recommendations and they have not helped me, the problem is Game designers have it, they do not optimize the games and that shows in the performance of the game, making the CPU and GPU go at 100%, and thinking about high-end or generation computers, with dx12, not all of us can afford it. ...
That's because unlike you OP is running the GPU equivalent of windows 7. His GPU is so old that it no longer has support. Notice he didn't even post his specs?
Now, let's see if they manage to solve the problem, in some patch they release, I understand what you mean by not blaming the developers, but they should not forget that not everyone has access to high-end computers
•GPU: Shapire R9 Series 200 4GB GDDR5
• CPU: AMD Ryzen 3 3200G 4.0Ghz
•RAM: Corsair Vengeance LPX DDR4 2400mhz PC4-19200 16gb / 2x8gb Cl16
•MB: Gigabyte B450M S2H AM4 B450 MATX
•SSD: 240GB Kingston SSD

Your solution is a simple one. Buy a console. I don't say this to be snide, I say it to be truthful. PC gaming is the most expensive type of gaming, because we have interchangable parts. However, most if not all games are also out on console (If not first.) So if you can't afford to stay up to date, spend a 1 time purchase price and play with some reduced settings.
The MINIMUM requirements from the store page says Radeon RX 570. The Radeon 500 series was released in 2017. Your video card series was released in 2013. You do not meet the minimum requirements.
No, thanks for the suggestion, but I will continue with my 2013 component PC, I have played re8, re4 remake and streaming to the same evz, I have to configure the graphics and castrate the games in many cases, yes, but I would never go back to the console I would only do it if I played The Last Of Us 2, which I have but I could never finish, since I sold my PS4 console and bought a PC.
It also did not meet the requirements of RE8, RE4Remake, or many other video games, and my little can of tuna executed them perfectly, I had to castrate them graphically or looking for the best between graphic quality, etc. Yes, but what is currently bothering me is the DX12
The minimum specs are not there just for performance reasons, they are also there for technological reasons.
R9 200 is below minspec for DX12_1
DX11 will not be implemented in most UE5 titles because Nanite, Lumen and other UE5-specific features do rely on certain Shader Model features not present in DX11.
but the games for console are alltime costs 10€ more, console dont have any good indie games, they released on pc first OR never released on console, and the "exclusive" titles will someday released on pc, so, pc is alltime the best option, my pc was 10 years old, ive buyed a mini pc for 500 euro and its do the same job as a ps5
id played the crossplay beta, and the performance was much better there, with my 970gtx and 16gb ram pc id reached alltime 50-60 fps, short load times, better performance overall, since the last beta ive got the problems, with load times over 30-60 seconds, if i start a boss, the other player allready fighting for 15-20 seconds until i could join :( so ive buyed a mini pc, cause i cant afford me a 3k bucks pc
i dont blame the devs, i love this game, but its not a specc problem, if the game was in the crossplay beta much smoother then at the last beta or release, and it feels like the grafiks went down since the crossplay beta, but i can only speak about low-medium speccs, on the old pc i had to play on everything low on release, in the crossplay beta low-medium
But I didn't say otherwise, and I didn't say that my PC was from NASA hahaha
The UE4/5 games are almost all, if not all, poorly optimized, in fact they are not optimized
It doesn't matter what you think, and it's not a performance optimization problem. The project is built on DX12 Ultimate using the Agility SDK, and your system doesn't even meet the minimum requirements for the technologies it incorporates and uses. You won't be able to play this game, but you can easily play another one your system can handle. The gaming industry and new technologies don't have to wait for you.
