How to unlock Grand Square?

I checked online and it says I just need to do missions in the Kingston area and advance the progress bars... I have 100% in "The Destruction" and 100% in "The Fallen Theatre". I believe I've done all the missions. However, the Grand Square and the area at the bottom without a name are still impossible to get inside. I can walk up to the door, and it just stays closed, and I can't fast travel there using the map.
How do I unlock it?

Stuck here too, as it has the mission for the last bunny piece. going to progress story more and come back to it later

Can confirm if you just progress main story you will unlock it as part of the main quest. Ran around for 20 minutes trying everything and you just get a quest to go there lol
