Acquire the blue prints via drops.
Drop locations are listed in the quest tracker or the mission rewards list.
Once you have all the required parts go to the vendor and trade in the items for the character.
wait out the build time.... and get your character.

Been trying to unlock Kyle for hours now, after i do i will have to wait 16 hours before i can use him, This game is the predatory pricing poster boy, Characters and currency are priced very carefully to make sure you spend as much as possible. Ultimate characters are Pay gated. As much as i enjoy the game play no one should be defending this game. Not that it matters with a shop like this it will be living off of a thousand or so whales in the next 6 months anyway.

Bunny is practically guaranteed. I have both Viessa and Bunny Unlocked in like 2.5 hours.

Im assuming you have to get to the second boss battle to get a new character but im not really sure ive kinda just started and gotten to bunny myself.
