13th/14th Gen Intel CPU Potential Fix
As some of you guys might know these specific Intel CPUs dont work well with Unreal 5. It's been an issue for a while and down below is the solution I have that MIGHT work for you. Please note that if this doesnt work, im sorry but this is all I have.

First you will need to go into your BIOS and disable ALL E Cores on your CPU. This is absolutely required.

Next, after booting back up go into Intel Extreme Tuning Utility. IF you dont have this already, go download it. Once inside, verify that only the P cores are active and then downclock everything to x52. Make sure to save and then reboot your computer.

After this reboot, go to check the settings stuck, and if they did that SHOULD be the end. Try to start up the game and hope that it works. It will work for some while other's it wont. Let me know down below if you have other solutions other than this.

Good luck!

You don't need to disable any cores, check your CPU power limits, I think mine was at auto which the motherboard then allows up to 400w when these CPUs are not ok with.

I found the specs for my CPU 13700k , and manually put the max power limit in which was around 270w and IV not had any issues since, I couldn't even launch Alan wake 2 because of this issue and now it runs fine

you don't need to disable e-cores in the bios, you can set CPU affinity per app in the task manager. That being said, I just turned off multi-core enhancements to stop UE5 from roasting my CPU, aside from that I haven't had any issues with my 13700k

For people saying you dont need to disable E-Cores, its a common SOLUTION with these CPUs and Unreal Engine 5. Might not make a difference to this game for everyone, but it does work.

how you even change affinity ? it say access denied.

I can second this. I lowered my CPU Power Limit in my BIOS from 200W to 160W and now my CPU temperatures under stress are much better and most of my games run stable now. Also lower the CPU peformance ratio from the standard down 1x. So for example, if you have 34, go down to 33. It will do wonders for your future games.

Or you could all update your bioses to the latest that have addressed bad CPU profiles for 13th/14th gen.
