I max out Cyberpunk at 4k and even work in Unreal Engine as part of my career.

No, I can also do Cyberpunk on max at 4k without DLSS3 (Fake frames) Granted I do have a overclocked 4090 and 7800x3d, but you absolutely can do that. As long as your not using the experimental Path Tracing. (Thats not meant to actually be used while playing the game, it's just a demonstration of what can be done one day and for screenshots. Even with DLSS3 thats pretty much unplayable on even a 4090 as your getting framerates in the teens at 4k.)

He's having issues with frame pacing/stutter, thats not usually an issue with PC performance, it's typically indicative of software issues. Either on the user's end, or the game's end. And rarely hardware/driver incompatibility.

Maybe buy a better PC from a more reputable brand like Lenovo? I'm getting stable 144 fps on my state-of-the-art Lenovo Legion 5 Pro gaming laptop with all graphics settings on High (ray tracing off). Haven't had any frame drops so far which honestly really impressed me. Kudos to the devs.

If its crashing its your CPU bro. Look up the intel 13th and 14th gen crashing issues. Its due to intel and the motherboards auto overclocking the 13700k/13900k /14700k/14900k cpu's and or pushing too much voltage to the causing all sorts of crashing problems, "out of memory problems", etc. Google this info it was even admitted an issue by intel approx a month ago. You need to do a bios update or if you don't want to mess with a bios update get the intel XTU software and bump your cpu multiplier down by 2X or until it becomes stable.

Game runs fine if it's setup properly, just don't run it in full screen mode or use hardware cursor.. one of these two caused me endless stutters. Disable hardware cursor if it's on and run in borderless window mode instead and it's solid.

I have this exact same set up and have had zero issues. Game runs smooth, no hitching to speak of after the level loads. Game pre set itself at medium settings, but looks great and plays great so I havent touched anything else yet.
