He's having issues with frame pacing/stutter, thats not usually an issue with PC performance, it's typically indicative of software issues. Either on the user's end, or the game's end. And rarely hardware/driver incompatibility.
If its crashing its your CPU bro. Look up the intel 13th and 14th gen crashing issues. Its due to intel and the motherboards auto overclocking the 13700k/13900k /14700k/14900k cpu's and or pushing too much voltage to the causing all sorts of crashing problems, "out of memory problems", etc. Google this info it was even admitted an issue by intel approx a month ago. You need to do a bios update or if you don't want to mess with a bios update get the intel XTU software and bump your cpu multiplier down by 2X or until it becomes stable.
